En prélude aux conférences budgétaires préparatoires à l’élaboration du budget 2011, le Ministre du Développement Urbain et de l’Habitat, Clobert Tchatat vient de présider deux importantes séances de travail avec les exécutifs des Communautés urbaines de Yaoundé et de Douala. C’était le jeudi 05 et le samedi 07 août 2010.
Au cours de ces conclaves le Ministre Tchatat, qu’entouraient ses proches collaborateurs, a pu apprécier la pertinence des projets préparés par ces deux métropoles et, qui sont susceptibles d’être inscrits au budget de son département ministériel pour l’année 2011.
A Douala comme à Yaoundé, ces séances de travail étaient suivies des descentes sur les sites des projets d’infrastructures en cours ou projetés.

The Minister of Urban Development and Housing, Clobert Tchatat, signed three Orders on 2 August 2010, appointing 39 officials in the external services of his Ministry. The appointees include 4 (four) Regional Delegates, 8 (eight) Divisional Delegates, 23 (twenty-three) Service Heads, 3 (three) Research Engineers and 1(one) Assistant Research Engineer. Overall, persons with the following qualifications acceded to the rank of Regional Delegate: a senior civil engineer (Mr Wandji Alain Mertherand in the Centre region), 2 (two) Senior Works Engineers (Messrs Ahmadou Sardaouna in the Littoral and Oumate Abdourazagui in the North region), and a Civil Engineer (Mr Ndjoh Felix Pierre in the West region). These Orders are coming about 5 months after the Prime Minister, Head of Government, signed another Order on 29 March 2010, appointing five officials, including 1 (one) Technical Adviser, 1 (one) Inspector and three Directors.

In order to ensure the successful organization of the 2010 edition of the World Habitat Day scheduled for 4 October, the Minister of Urban Development and Housing, Clobert Tchatat, has just signed a decision setting up an ad hoc organizing committee. Under the supervision of the minister and chaired by the Secretary General of the Ministry of Urban Development and Housing, members of the said committee shall be responsible for proposing and ensuring the proper conduct of activities to be carried out during the event. In addition to professional orders (Cameroon National Order of Architects, Cameroon National Order of Town Planners), the committee comprises a representative of realtors. Institutional stakeholders are also represented by the Cameroon Real Estate Corporation (SIC), the Cameroon Housing Loans Corporation (CFC), the Urban and Rural Lands Development Authority (MAETUR), and the Local Materials Promotion Authority (MIPROMALO).

As part of the drive to beautify the capital of Cameroon, Yaounde, Government, after building a roundabout at the prefecture junction, now plans to restructure and redevelop the Djoungolo public square. The aim here is to give the area a greater facelift with a pioneering architectural design that mirrors the structures constructed there. Accordingly, the Government Delegate to the Yaounde City Council, Gilbert Tsimi Evouna, on 28 September 2009, issued an invitation for idea bids in order to select a modern and forward-looking sketch architectural design of the site. On 28 July 2010, the prize for the best idea bid was awarded to Emmanuel Moyo of the Leader Concept consultancy. The laureate’s sketch design and the designs of the two immediate runners-up will be exhibited at the City Council for one month to elicit possible remarks and suggestions from the public. The sites targeted for redevelopment include, inter alia: the prefecture junction, the General Delegation for National Security, the Cameroon Cultural Centre street, the surroundings of the African Intellectual property Organisation, and the Pharmacie provinciale. Works are expected to begin in 2011.

Désormais, il sera systématiquement inclus dans les études des projets, les dossiers d’appel d’offres, les marchés des travaux, des clauses exigeant une proportion de tâches à exécuter suivant l’approche à haute intensité de main d’œuvre (Himo). C’est le contenu de la lettre-circulaire adressée par le Ministre du Développement Urbain et le l’Habitat à ses collaborateurs le 06 juillet 2010. Cette correspondance vient rappeler l’importance que le Gouvernement attache à ce nouveau concept de promotion d’emplois massifs. L’approche HIMO permet en effet de réduire la pauvreté en milieu urbain en procurant des emplois aux catégories les plus pauvres, tout en permettant de renforcer la capacité productive, technique et de gestion des groupes vulnérables. Elle permet également de réaliser des coûts 20 à 30 fois moins élevés que l’approche dite de haute intensité d’équipements (HIEQ) qui remplace la main d’œuvre par la machine.
