Low-cost housing needs in Cameroonian cities are enormous. Proof of such needs is the number of slum neighbourhoods in these cities. Turkey faces the same problem, but also has a wealth of experience in the domain. Our country can thus benefit from Turkish experience. The Turkish ambassador to Cameroon, His Excellency, Atilay Ersan, reassured the Minister of Urban Development and Housing, M. Clobert Tchatat, of his commitment to encourage Turkish entrepreneurs to invest in the housing sector in our country. This is a sector that is destined to really soar because of a new government policy that seeks to support private real estate development. Minister Tchatat affirmed his readiness to welcome Turkish economic operators that would be willing to engage in the construction of low-cost housing units.
The Minister of Urban Development and Housing Mr CLOBERT TCHATAT received in audience on Tuesday June 1, 2010, a delegation of Erstein city council, a town close to Strasbourg in Erauce.This delegation accompanied by JEAN CLAUDE MELINGUI ADJESSA, Mayor of Yaounde 6 city council, was led by JEAN MARC WILLER, Mayor of Erstein city council an deputy director of Strasbourg National school of water and environment (Engees)]. This audience felt within the framework of a visit made by the alsacian delegation in our country from May, 29 to June 3, 2010.
Yaoundé city centre will soon radiate its beauty. Remained for a long time as a mortgage pressing on the beautification efforts of the Cameroonian capital, the ministerial building n°1 nicknamed “building of the death” ( due to suppose or real criminal acts perpetrated there), is in the course of completion. It was the representative of Prime Minister, Head of government, Mr. Clobert TCHATAT , the Minister of Urban Development and housing who, by putting-up the first coat of paint, launched the rehabilitation works of this building whose construction process came to stop at the level of finish touches more than 20 years ago while 85% of the work had been done. The task of works completion is now the responsibility of the National Social Insurance Fund (CNPS) witch has a 24 months period to do so.
« Allier délais et qualité », tel est le mot d’ordre lancé par le Ministre du Développement Urbain et de l’Habitat le 05 mai 2010, à tous les acteurs impliqués dans l’opération de réhabilitation de la voirie et d’embellissement de la ville d’Ebolowa, à quelques mois du Comice agropastoral. Le ministre Clobert Tchatat présidait la cérémonie de lancement des travaux de réhabilitation de la voirie dans le cadre de la préparation du Comice.
Dans le cadre de l’embellissement de la capitale camerounaise Yaoundé, les pouvoirs publics envisagent de restructurer et de réaménager la place Djoungolo après la construction d’un giratoire au Carrefour préfecture. Il s’agit de rendre cette zone plus agréable afin qu’elle soit digne des travaux qui y ont été réalisés et cela, avec une configuration architecturale innovante. Le Délégué du Gouvernement auprès de la Communauté Urbaine de Yaoundé, Gilbert Tsimi Evouna a, à cet effet lancé le 28 septembre 2009 un concours d’idées en vue de sélectionner une maquette actuelle et futuriste de cette place. Le 28 juillet 2010, le prix du meilleur projet a été décerné à Emmanuel Moyo du Cabinet Leader Concept. L’œuvre du lauréat et celles de ses deux dauphins sont exposées pendant un mois à la Communauté urbaine pour observations et suggestions éventuelles. Les lieux concernés par ce réaménagement sont : le Carrefour préfecture, le Direction Générale à la Sureté Nationale, la rue du Centre culturel camerounais, les alentours de l’Organisation africaine de la propriété intellectuelle, la pharmacie provinciale entre autres. Les travaux devraient être lancés au cours de l’année 2011.
Désormais, il sera systématiquement inclus dans les études des projets, les dossiers d’appel d’offres, les marchés des travaux, des clauses exigeant une proportion de tâches à exécuter suivant l’approche à haute intensité de main d’œuvre (Himo). C’est le contenu de la lettre-circulaire adressée par le Ministre du Développement Urbain et le l’Habitat à ses collaborateurs le 06 juillet 2010. Cette correspondance vient rappeler l’importance que le Gouvernement attache à ce nouveau concept de promotion d’emplois massifs. L’approche HIMO permet en effet de réduire la pauvreté en milieu urbain en procurant des emplois aux catégories les plus pauvres, tout en permettant de renforcer la capacité productive, technique et de gestion des groupes vulnérables. Elle permet également de réaliser des coûts 20 à 30 fois moins élevés que l’approche dite de haute intensité d’équipements (HIEQ) qui remplace la main d’œuvre par la machine.

Mr. Clobert Tchatat, the minister of Urban Development and Housing is currently leading to Kampala in Uganda, the cameroonian delegation to the 29th General Assemby work of the Company for housing and territorial shelter in Africa termed "Shelter Afrique". These works which started on sunday, june 13, 2010 and will end on saturday, june 19, 2010 were preceded by a symposium on the theme "Housing policies in Africa". Created in 1982 by african governments, "Shelter Afrique" aims at becoming a powerfull instrument for mobilising technical an financial resources, assigned to finance housing promotion.
